There are no tests that are 100% sensitive. All blood tests either Rapid or Standard are more sensitive than oral and urine tests, but all are conclusive at 3 months post exposure. You have a conclusive test and you don't need further testing.
You don't need to test again. With all the additional lab-based tests and even a negative PCR, you most definitely do not have HIV. Your 13 week rapid test is conclusive evidence that you are negative. The rapid blood tests are very accurate and are very good tests. The FDA would not approve them if they were not reliable tests.
