I had mono ive posted before still unsure whether or not to get tested but my doc. had said my white blood cell count was low 3.1 and then once she did my blood work again she said it had gone up and there was nothing to worry about. But Im just wondering if I did have hiv would my WBC have gone back up again?

WBC fluctuates continuously even under normal circumstances. HIV would not cause a fluctuation in your WBC.

3.1 wbc is not really low. My fluctuates from 5.1, 6.7, 7 in weeks. Others infection can't affect it.
