Hair Thinning

Hi I am a 21yr old Chinese female. When I was 14, I began losing more hair than usual on a daily basis for a little over one year. I thought I was going bald. The hair loss was even, with a slightly more loss on the sides of the head.  Thankfully it stopped and shedding is normal now. However, I have to wash it and blowdry it upside down so it looks fuller than it is. I have to do this every time I want to wear it down, otherwise my hair is greasy and lays completely flat against my head, so I have to keep it in a high ponytail if I don't wash and blowdry it. I see my friends with thick, bouncy hair that stays like that even after a couple of days, and just wish I could have that so I wouldn't have to wash it every time I go out.

I guess my questions are:
1. Is there anyway to grow my hair back?
2. What should I do about the acne on my scalp? I don't have dandruff but my scalp is itchy and greasy after a day of being out.
