Strange hair

Hello, my name is Daniel, I am 19 years old and I have been experiencing a problem with my hair for about six months.  I have seen two dermatologists about the issue but still do not feel like the issue has been properly diagnosed.  I have noticed a change in the consistency of my hair, it has become thinner all over my body.  Also, the hair seems to be lighter in color.  It is not a very noticeable change but I am POSITIVE there has been a change.  More noticeable, if I pluck the hair around my groin or beard, a whitish/yellowish waxy cast is adhering to the hair shaft (under the skin).  While not all the hair on my body has these concretions on the hair shaft under the skin, all of the hair on my body has a white bulb on the hair follicle when plucked (hair on scalp, legs, chest, arms, etc..).  My most recent trip to the Dermo told me that these white concretions were signs that the hair is shutting down to prepare and fall out, however I dont notice hair loss as the hair continues to grow.  I believe the condition started in my groin area and has spread to the other areas of my body (at least that is where I first noticed it).  I really don't believe the hair all over my entire body just decided to shut down and am wondering if it could be some kind of bacterial or fungal infection?
