just a question on minoxidil for women

While I search for the cause of my hair loss (which appears to be chronic telogen effluvium - diffuse all over thinnning - no receding hairline or patches, etc. and usually I don't even notice it falling out, but I've lost more than 1/3 of my hair over the last year and a half) my PCP keeps telling me to just start using minoxidil.  

Just a question for the women out there who use it- when do you apply it?  For some reason I thought my hair and scalp had to be completely dry, but I've been reading that some women towel dry their hair and then apply it, and some apply after they've completely styled their hair.

Can it be (or should it be) applied to damp hair?
Will blow drying and styling my hair (using a product such as mousse or gel) after I apply it cause any problems?

I use minoxidil (Rogaine) and I apply mine after I blow dry my hair in the mornings, but sometimes it makes my hair wet and it's okay to blow it dry.  I also apply it several hours before going to bed.  I've had great results with it!
