Static Encephaloeathy

My daughter is six years old she was diagnost with Static Encephaloeathy The Doctor told us that she has a white matter over her frontal lobe. She is six with the mind of a two year old. Is this something that she will be able to lead a normal life in the future or is she going to always be behind in life? What would cause a child to be born this way?
