ER charges? 8/

My daughter tore away her big toe nail.I washed and bandaged it but decided to get her to ER to make sure there wasn't any tears under the nail. The doctor saw her and ordered a toe wash (peroxide+iodine solution) and they gave her ibuprofen(oral) for pain.That was basically all we got in ER.
Today we got the bill for that visit and I, honestly, do not know how to react. The charges include:
    --Pharmacy $37.00
    --Emergency room(???) $1,230.00 (my insurance pays 90% but, still, I feel it's not fare)
We also got a separate bill for the doctor services, which is Ok and I am gonna pay for that.
I was just wondering what Emergency room for $1,230.00 stays for? The billing department of the hospital cannot explain that clearly ( they say something about Level 4, but I believe my daughter's trauma wasn't Level 4)
Could you please help me?
