Options? Max out SRC Aetna

Hello everyone.
*Since English is not my first language, please forgive my mistakes in writing.

A friend of mine is in a serious trouble. She, a part-time worker, has "SRC Aetna", a limited benefit health insurance
and reached a maximum benefit ($10000 only for life time.....omg) due to her recent hospitalization. She is in the hospital for a month now.  She and the hospital made an agreement on payment of hosp. bill.
She is now applying a state funded group health insurance. But is a HIPPA cert. from SRC (limited benefit plan by Aetna) to be accepted as a credible coverage towards pre-exisiting condition? It's not a comprehensive health plan.
I know I could have called the insurance company for her but I do not live in the states.
If the insurance imposes pre-existing exclusion to her stroke, any medical treatment of stroke will not be covered
a year or so. She is in a good recovery. Now she receives an intensive PT at the hospital.  
But what if she needs another hospitalization due to stroke......paying out of pocket will force her bankrupt.
Oh she is married and just turned 62. She and her husband own a house. So she might not be qualified for medicaid.
Oh it's a long story. Is there any insurance accepts people with pre-existing condition?  If it exists, premium must be
sky high but it might be better than paying hospital bill out-of pocket for a year......
