Previous Health Problem makes me ineligable for insurance

I currently live in Anaheim, CA (Orange County). I am uninsured at the moment and was looking for an insurance that would cover me and not be so expensive. I have had a previous surgery so they said I am high risk and I was not able to get anything. The only options I saw was High Risk Insurance which costs between 300 to 500 dollars amount, not including co-pays and the big deductible. There was also MSI (I had them for a year), but I did not like them as I was told I could not see the specialist for follow-up visits to make sure everything is still going good. Do I have anymore options?
