In VA, Anthem Blue Cross Blue Shield is considered the carrier of last resort which means they are contracted by state, to cover the HIPAA eligible population. So depending on how you want to submit your application (that is either online or by paper application), you can enroll in one of their plans. If you decide to go through the online process let me know so I can connect you with an agent who us licensed in your state and is familiar with the process.
