Workmens comp for a day

I had a minor accident at work which caused a slight cut on my head.  My employer insisted I go to the ER.  I had a ct and it turned out to be nothing.  That was 18 months ago and since then my insurance will not pay any of my doctors bills no matter what they are for claiming workmens comp.  I have called the claims department dozens of times. Sent them a letter from workmens comp releasing me on the same day of the event.  I even have an advocate trying to help but so far nothing.  Is there any way to force the insurance company to pay claims?  I am at my wits end.

Dear jlizzie,
You have not mentioned what doctors' bills you plan is not paying but if they have anything to do with that injury, it is usual for your health plan to defer those bills to your Workmen’s Comp. However if your claims are unrelated (for instance if you have a rash on your hand), you have to escalate your issue to a supervisor with your health plan.

They do not pay any bills no matter what the bill is for - None are related to the one day workmens comp incident.  I have excalated the claim, I have an advocate but they just keep saying they are looking into it without reasons.

I have many bills pending and this has been going on for over 18 months with no success.  Is their a government Agency or consumer Agency that can help?
