blue cross "special" open enrollment

A couple years ago, Blue Cross in Alabama was heavily promoting their "special" open enrollment which if I remember correctly,  they accepted every individual regardless of pre-existing.    The website is still active,  www.specialopenenrollment.com.    I have been eagerly (and indeed desperately) waiting on something like this to pop up again,  because I can afford afford insurance,  but no one will approve me.   Do you know how common this is?    Will they likely offer this again?   Or maybe some other major carrier?    Or was this a unique offer?

Blue Cross Blue Shield is the only carrier that I know that has offered open enrollment periods to the Individual market in Alabama.Your best bet is to contact Blue Cross Blue Shield directly at 888-267-2955 to find out when they may have the next open enrollment.
