federal high-risk insurance

I recently read an article on Yahoo which talked about the federal high-risk insurance pool, which is to be available in July.  It stated that if a person was enrolled in a state-run high-risk pool, you would be required to opt out of the state pool for six months before enrolling in the federal pool.  The federal pool is supposed to be cheaper than the state run pool.  See link:   http://news.yahoo.com/s/ap/us_health_overhaul_high_risk.

I live in Texas, I am currently on kemo therapy for breast cancer which has spread to my lungs and is in my blood stream.  My Cobra will expire in October, and I would like to know if I should apply for the Texas pool or the federal pool.  I don't know how to apply for the federal pool....Any help would be appreciated.  Thank you.
