Angioplasty

My dad is 75 and had triple bybass10 years ago in Atlanta. He now resides in Palestine (third world counrty) and recently experienced chest pains and trouble breathing. He has high blood pressure and diabetes. He had an angioplasty two weeks ago and has been told that it was a failure??? He has been on oxygen because he couldn't breathe and feels better but I am afraid he needs another bypass surgery. When can he get another angioplasty? And can he even have another bypass surgery? Thanks.
