Bilateral Carotid Ultrasound

Results show maximum diameter stenosis of 30% was demonstrated at the right carotid bulb.There is minimal soft plaque component with no evidence of ulceration. There is extensive, cacified plaque within the common carotid, bulb and extracranial internal branches on both sides. There is dampened flow within the right vertebral, which is indicative of right veterbral insufficiency? secondary to a distal stenosis. RT=16cm/sec, LT=36cm/sec.

The above results are for my spouse, 64 years old, with recent stroke. What does the results mean??
