Circular red veiny splotches on knees

For about 2 years, Ive been getting dark red splotches, not on the skin, but under, all over my knees mainly. I go to a vein Dr. for spider removal and hes never seen it before. When I am cold, it it much worse. More purple than red.  I dont have it all the time, comes and goes, but daily.  Im thinking its circulation, but I have no idea.  It shows through my tan in the summer.  If I look very closely, its zillions of red veins making big circular shapes.  Its very ugly.  Any one have anything similar?  please advise!  thank you

Yss I have the same thing! Its been driving me crazy... I get blotches on my knees and elbows, and especially on the skin of my triceps. It looks a bit like mince... Its been getting worse. my hands are getting affected now.

I'm yet to get an answer about what it exactly is. I'm pretty sure its circulation, but I'd like to know for sure. Treatment would be good to.
