Could this be from poor circulation?

My dad is 59 years old. Yesterday, we noticed these bulging structures on the top of his feet. There are two of them on top of each foot, near the ankle area but closer to the top. When you press on it, it's like tissue or something jelly like. (Sorry, I'm horrible at describing things!!) He says that they don't hurt, but it's just weird because they are noticeable for him. For me, if I flex my feet upwards I have one, but he has two of them on each foot. Does everyone have them? I have the tendency to worry a lot. He had a gout attack last September but other than that he's fine! Is this like a swollen lymph node or something? Are there lymph nodes in the foot? Please help. Thanks!!
