Dear west,

Generally distented chest veins are more of a sign of liver problems than heart problems.  Distended neck veins indicate heart failure.

In January I noticed my chest and neck both had distended veins.
In my case it turned out to be massive blood clots in my chest.
This may not be what you have but just an idea.
