If someone stated that a thallium scan is more likely to provide a false negative in women than in men, they were incorrect. They may have meant that exercise treadmill testing is less accurate in women than in men.
Anyway, regarding your situation, I am concerned about your relatively new-onset symptoms. You do not mention your age. Nevertheless, with long standing diabetes, high blood pressure, and proteinuria, your risk of coronary artery disease is quite high. I would recommend seeing a cardiologist for further evaluation. There is a reasonably high probability that any cardiologist you see would proceed with a cardiac catheterization, which would be my bias based on the limited information you have provided. I might also get an echocardiogram first to look at your heart's pumping function.
