EF of 25%- Good surgical risk?

My 84 year old father- homeless for 14 years, alzheimer's, found this last summer, and now in a good nursing home. The VA identified an MI sometime in the past- echo shows EF of 25 %. He also has a tumor on his scalp, which may be basal cell, or squamous cell. Would need a biopsy to confirm. He wants to do nothing and that may be best choice. Wound care doctor thinks it would be no big deal to 1: get biopsy, then, do a removal of tumor with a flap procedure. I am wondering if he would even be a good surgical risk given his heart condition.. Again, there are many issues with this, but right now, I am just wondering about the surgical risk.

The risk is the anesthetic.  It depends on how weak his heart is (the heart pump).  If it is cancer to let it go would be very hard to see.  The surgery may be worth the risk.  My mother was operated twice with a very weak heart and she pulled through surgery.  My friend's mom died of skin cancer because she had Alheimers and kept having strokes and her daughter just did not want her to go through any more.  The skin cancer got very bad and it was very hard to see her go that way.  She had it on her face and head.
