Faulty Pacemaker Wire

My mother-in-law recently had mitral valve replacement to supposedly help with her congestive heart failure. She had a pacemaker put in several months earlier. Her valve surgery was in November, and she has now been diagnosed with CHF again. Today the docs told her there was a faulty wire in her pacemaker. Is that why she is experiencing CHF, and will fixing the wire help to alleviate it?
