Feeling Helpless

My husband has his second defibrillator and has had heart problems for years. Recently he has developed a persistent cough and congestion. Is this a sign his heart getting weaker and is there anything that can help? He has oxygen but refuses to use it because he thinks he'll get addicted to it and have to have it all the time. Would oxygen help with the coughing?

The oxygen isn't going to help with the coughing.  These symptoms may be a sign of heart failure and he may need adjustments in his medical therapy, such as increasing his diuretics and afterload reducing agents.  His doctor would be best to deal with this.  I would urge you to seek medical attention as soon as possible.
