Fluctuating High Blood Pressure

My Mother is 77 years old, 160 lbs at 5’1’ and has been experiencing fluctuation in blood pressure.  Her rate is normally around 125/66 but has been fluctuating as high as 193/103. It typically happens at home when she is resting/low activity.  It will stay high for 45 minutes or so, and then comes down to normal. In November, she was experiencing high blood pressure around 162/85 with tightness in the chest and went to the hospital where they did not find anything, so she went home after six hours.  She went back to the hospital two weeks later with the same systems and they did an echocardgram, stress test, blood work, etc. and determined it may be acid reflux.  She takes diovan, vytorin, pantoprazole, metoprotol and feels pressure in her chest when her blood pressure rises.  She has seen her physician several times. In 2004 and 2006, she had a heart scan showing less than 45% blockage.
