Fluid Buildup Around the Heart?

I lost my father to a hart attack to years ago, now my Aunt is very sick.  She continues to have fluid build up despite the use of diuretics.  She is on heart medication but I am not sure which ones.  She is on oxygen all the time.  She has shortness of breath and I think she is on Highblood pressure medicine.  She seems to be bloated constantly and has a lot of gas.  She has some female problems and need surgery for that.  The doctor told her daughter the other day that she would not survive the surgery.  Now they are going to do a test of some type to see if her gall bladder is causing her all of this gas.  If she can not stand the female surgery then I don't see how they will attempt to do gall bladder surgery.  She is of low income and can only receive medical assistance if she goes into a nursing home, she does not want to do this.  Do you have any suggestions as to what may be her problem.  Her mother, my grandmother also had heart problems associated with fluid build-up.  is there something that can be done to help her?  Is it your opinion that she can have a long life.  it was mentioned that she probally won't last the summer.  I love her and don't want to loose her.  Any advice will be appreciated.  Thank You.
