HIGH BLOOD PRESSURE AND CIRULATION PROBLEMS

My mother in law is 76 and taking blood pressure pills daily.  She keeps having these
episodes of a (electrical) shocking feeling in her legs.  Is it possible
that her blood pressure is too low?  Is this a possible side effect from
blood pressure medication?  Her Doctor says her blood pressure is fine and can't
find anything wrong with her.  she also experiences a throbbing in her legs
at night.
