HOW TO IMPROVE EF in LV dysfunction case

I am 63 years chronic smoker last 30 years. Had severe discomfort and got admitted on 14th March 2010 in a nearby hospital with RBBB rate 236 per mt., Acute Pulmonary Odema/ AWMI, VT with EF 21%/COPD/ and I was DC vertted with 200 joules and after I was stabilized with diuretic, antiplateless, nitrate, LMWH and Statin was shifted to Coronary Hospital the next day, where I underwent ADHOC PTCA and stint to proximal LCX and LAD on 21-3-2010 using endevour resolute. I had sudden cardiac arrest on21-3-2010 while in the Hospital and was Resuscitated-VT. Rescue PTCA + stent to LCX. Sputum C/S revealed klebsiella growth. While I was gradually improving I was admitted 4 times for pleural effusion and aspirated once. I am Diabetic Mellitus last 25 years and Insulin dependant since 1995.Now Hospital has diagnosed as severe LVdysfunction bilateral pleural effusion. Even though pleural effusion is lesser than left side, on pulmologists's advice I am using Serflow and Levolin puffs twice daily. I also do Mediciser Respirator exercise but able to lift only two balls, both sucking in and blowing out air. This exercise I do ateast 6 times a day.
A recent Echo showed Mildly dilated chambers LA measured 42x50 mm , LVIDd: 55mm, RA 46x47mm, RV38mm.RWMA- Basal, Mild infroposterial and Basal lateral contracting. rest of the segments severely hypo kinetic sephem thinned out- moderately severe LV systolic dysfunction EF 32%, mild RV historic dysfunction,Seclosed  Artic Valve. Other valves structurally normal , Type III Diastolic dysfunction, mild AR Slope 243 cm/s2. Mild MR, Moderate PR , calculated RVSP 75 mm/hg, Severe PAH, minimum periodical effusion behind RA, bilateral pleural effusion right greater than left. IAS/ICS intact, No LA/LV clot. I have also been diagnosed with congested lever, due to which, probably I have nausea, oft repeated and I have been found with lung pressure, with fluid accumulation inside the lungs.
Presently I am on following medications.
Ceruvin 150mg., CONCOR 2.5 mg., Dytor 20mg/10mg (2times) ZYTANIC 2.5mg., FLAVEDON MR 35 (2 times), CAVETRA 50mg (two times), URIMAX F , AB FLO.
My query:
Even though I have been recouping last 6 months., I am not still able to come to normalcy. I would like to know whether my EF can be improved on the above medication and breathing exercises and come to normalcy soon and what are the precautions I should take for avoiding accumulation of pleural effusion.
