should BP meds be given if pulse <60?

Yes, as there are several which affect the blood pressure primarily through peripheral actions ( such as diuretics, Ace inhibitors or ARBs) which do not slow down the heart and in fact may increase it through decrease in PVR, which causes sympathetic  reflexes to be activated to increase heart rate.
