High Blood pressure with mild (TIAs?)

I am concerned about my mother, she is a 48 yr. healthy, active person, she does have a stressful job but is on medical leave now since 4 weeks ago.  Her BP will rocket to 220/130 approx.  and several hours or next day be normal.  She is on several medications for it, but is not working.  She had a scope done on the renal and carotid arteries, all good.  When her BP is high she feels left side of face tingle, mouth droops, lethargic and very dizzy. What could possibly cause this if it's not arteries or stress (since she's done much relaxing in the past month) but continues to have the incredible rise in BP and the TIA symptoms, She went to Shanns in Gainesville, FL they couldn't find why, maybe you know what it could be??????????
