High Heart Rate

I am currently living in Colorado Springs at 6600'.  I'm a 45 year old male, 65", 156lbs and  I have high blood pressure treated with Lisinopril (10mg) - BP currently in 110/72 range.  I also have high cholesterol and triglycerides being treated with Lipitor (10mg).  I exercise daily on a Lifecycle at varying levels of intensity for about 35-40 minutes.
Based on rules of what my maximum heart rate should be during aerobic exercise, my max heart rate should be 175 (220-45).  I routinely get up to 175-180 without any apparent strain/exhaustion.  I hate getting my heart rate up that high, but I don't feel like I get any value out of my exercise if I don't at least get up to 160-170.  I also would like spinning, but I know they watch their heart rates very closely and I feel I'd get even less of a workout there.  What are your thoughts?
I also know that at high altitudes blood has different characteristics.  They talk on TV about how athletes from other cities come to Denver, CO there is a distinct advantage to Denver with their thin air and there is also advantages when Denver players go to lower altitudes.  I've heard that donating blood is good for the body especially at high altitudes.  I'd really like to get my heart rate down while exercising and if donating a pint of blood every couple of months would help my body, I'd certainly try that.
