at altitudes up to 2000 feet, oxygen is around 20%. At 3000 to 4000 feet oxygen drops to around 18-18.5%. At 4500 feet oxygen is around 17.5%. As Kenkeith says, this will not be a problem, your body will adjust.
As you know the higher you climb above sea level, the less oxygen there is in the air. The oxygen level becomes very low at altitudes above 8,000 feet, and that could be problematic, but one's body adjusts at that altitude. Altitude of 4540' won't be a problem.
