I am fit 44 (cycle vigorously daily for 30 min) but not a trained athlete. My resting BP is below 40(36~39); as I type this, my rate is about 42~45. I don't seem to feel any discomfort, should I be concerned?

No, in fact you should be happy.  Your heart rate is responding well to your exercise.  Should you ever develop any symptoms (lightheadedness, passing out) be sure to let your doctor know but otherwise you will be fine.
