Is pacemaker will solve my problem

My Bro in law aged abt 59, suffering with pulse down fall and breathing problem. When we met the experts,suggested for angio.And diagnoised that he needs pacemaker either single or duo.And also informed that he has some blocks at heart.Informed that the dieses is TVD - CHB.

Now please suggest us that

1.Pacemaker will solve his problems?
2.TVD - CHB will be cured by medical management or operable?
3.Suggest me the best medical institution for his dieses in around Hydra or chennai
