Low blood pressure

I have low blood pressure which is usually around 9555.  Some would say that this isn't quite that low and that I was lucky, but I feel awful.  Some of my symptoms are:  dizziness, especially when standing up; tired; intolerance to cold ( My hands and feet are extremely cold and are usually blue; I have to put them in hot water to warm them up.); rapid heart beat (only happens once or twice a month);poor memory; shortness of breath with minor exertion; and overall "out of it" feeling.
I have had many blood test, including tests on my thyroid.  Isn't there anything I can do to raise my blood pressure?  It can't be considered normal when it makes me feel so bad.  I am about 20 lbs over weight, but I exercise regularly, including aerobic and weight training, and I eat decently.
