Mitral valve stenosis

My mom was diagnosed with mitral valve stenosis.  She is 59.  She also has atrial fibrillation and pulmonary edema.  She is fine is she relax.  She has difficulty breathing when she walks.  Her ECHO showed:
LVIDD:4.5(3.5-5.6)  LVIDS:2.9(1.5-3.5) IVS:1.1  LVPW:1.1  %FS:36(28-44%) Aortic Root:2.9 LA:6.1 AVopening:1.8 RVID:3.5 RA:nm    
We don't want to have surgery.  How long she can live with this disease?  When is the best time for surgery to survive?  Surgery is very scary for us.  Is this surgery "safe".  What chance is for survival?  We live in Sacramento.  Would you recommend a good cardiologist in our place?
