Poor Circulation in my arm

I don't know if this is the right place to post.  

I had some heart tests done because of high blood pressure, evening tachycardia, chest pain, shortness of breath, and nausea.  So far, I had an echo and EKG done and basic blood tests.  My doc put my on blood pressure meds.  I saw the diagnosis on the echo/EKG was MVP and Hypertension yet he told me that he thought it was all anxiety.  I don't see him for a follow up for a couple of weeks yet.  My Psychiatrist doesn't think it is anxiety, she thinks it is PVST and recommended I go to the ER next time I have an episode.  

The reason I am writing is I also notice sometimes if I lay on my left side, my left hand will start to get very cold.  If I compare the left hand with the right, it will be white.  When I stop lying on that side, the left hand will slowly start to regain warmth and color and I notice the arm will hurt for a few days afterward.  My fingers will also tingle but not go totally numb.  
Does this sound like a circulatory problem or a neurological one?  Should I go to the ER if this happens to me again?
