Protrombine time

What can the impact be the moment someones protrombine time is too short (8.2 seconds) (Good range should be between 11 - 14?). The web is giving a lot of info on the PT test which is too long, but nothing on too short.  The person tends to have  
high chlosterol as well. Physical shape is good.
What kind of follow up testing would you recommend and what kind of treatment?
