I have read every message on this forum regarding PVC's, and I must say, with as many people out there suffering from this condition, it would make sense for the medical community to begin a formal study of the problem.  I know it is benign and not life threatening, and therefore, not a top priority.
However, the condition does seem to affect the quality of life for those who suffer from it, and that can only be detrimental over time.  Also, a formal study may lead to a more thorough explanation as to why they occur, the connection with digestive disorders(if any), as well as a possible solution to the problem.  Though nothing is a panacea, a more thorough understanding can't hurt.  It may even lead to a discovery as to why some people feel them while others do not.  At the least, it can only help physicians and patients better understand the heart's complex electrical system.  
How much would such a study cost?  With the amount of people who seem to be suffering from this, I'm sure there would be no shortage of volunteers.

Your question has echos of the famous question "If we can put a man on the moon why can't we cure the common cold?" The answer is obviously complex and there are many pieces of the puzzle that are being worked on.  As far as cost of a study the sky is the limit.  It depends on what questions you are trying to answer, how many patients, what studies, etc.  Those who are interested in donating to cardiovascular research can do so through the American Heart Association.
