Resting heart rate

Is a resting herat rate of, oh say, 100 ok? Are there adverse effects from a high heart rate? I ask because my resting rate is between 96 and 100 most times. There are some times when my resting rate reaches 140 or so, is this bad? Exercising is a different matter, can get into the 200's or so. Is this bad?
