cant walk after triple heart bypass surgery

my grandfather had triple heart bypass surgery almost a month ago. he came home after a few weeks because he had an allergic reaction to the medications during his surgery, and also reacted very bad to the mixture and was hallucinating. he came home and as time has gone by it has gotten harder and harder for him to walk. he was given leg exercises to do, but will not do them. is him not doing the exercises the reason he cant walk?
