if your palms and finger tips looks as if it has blood clots is this a early warning of a heart condition

Perhaps they mean petechiae, usually a small hemorrhagic spot just under the skin.

What do the clots look like? The veins in your hands are tiny, so I am at a loss as to how you could see them.
