high blood pressure staying up?

My  husband's blood pressure will nont go down.  He has been to a kidney specialist and all is clear there.  He has been diagnosed with emphasema and uses 2 different inhalers every day plus meds for the blood pressure.  Could the inhalers be interfeering with the blood pressure meds?  He claims he has discussed this with his Dr. but when I bring it up, he gets very defensive.  Also since being on all of these meds, he is more irritable and sometime has a short fuse.  Any thoughts?
