"humming" sensation in legs
For a few days now, I have experienced a "vibrating" or "humming" sensation in my left leg.  It occurs daytime as well as nighttime. It feels like a cell phone is against my leg.
I have been trying to control my blood pressure, also - with a Dr's help, for a week now.
In the past, I have had a couple of mini-strokes.
I also am experiencing a feeling of dizziness.

This may mean you either are having a stroke, or a  hypertensive crisis. Both of these findings require emergent medical assistance and you should report immediately to the emergency room.
