after a pacemaker being put it, having the left arm numb and cold hands, is this normal, pacemaker put in on Friday 2 days after the surgery

Not likely to be normal. If it does not resolve after anesthesia wears out then this may be secondary to arterial supply injury or even brachial plexus injury. I suggest that you mention this to your cardiologist who placed it so that they can trouble shoot this problem. You will need an x-ray of the chest and shoulder and maybe an ultrasound of the arm.
