patent foramen ovale patch and insurability

Will patching my patent foramen ovale help me be insurable again? I have been turned down repeatedly for individual major medical insurance because I had a TIA 9 years ago at age 40. Tests show I have a VERY tiny hole in the atrial septum.  I have been on Coumadin ever since and have not had further episodes - although from what I have read on-line, it's not known for sure that coumadin actually prevents further episodes.  I also have read that the patch frequently does not completely close the hole.  How do I find out if having the patch done anyways will make me insurable again?  Does anyone know what astronomical amount of money it would cost to have the patch done without insurance? Thank you for any advice you can offer!
