A myriad of possibilities.  You have to be a little bit more specific and tell me a little about her past medical history.  The tingling in the arm is most likely nerve-related.  The dizziness is very non-specific.  Whether or not this could be a sign of coronary artery disease depends on her risk factors.  Some women present atypically.  If she is very concern she should seek medical attention.
