stopping toprolXL

My husband was put on toprolXL 25 mg after cardiac bypass surgery 7 years ago.  Recently a new cardiologist told him that he really didn't need to take it and didn't refill prescription.  The MD said the dose was low and he didn't need to taper off.  My husband had a week's supply so he did taper off somewhat taking it every other day. He feels good with no symptoms but checked his BP 2 weeks later and it was 155 over 100.  Should he go back on toprol? Wean off slower?  He did not have high BP before surgery.
