I wouldn't use those terms but the statement is basically accurate. This is one reason why women have much lower rates of heart disease. If you are asking because you are considering (or currently using) anabolic steroids there are plenty of other more pressing reasons - liver tumors, erectile dysfunction, etc. - to not use them but this would also be a reason.
