I think it's a bit different.
For PVCs it's not the frequency that is important and that determines if they are normal or not, it's their origin, morphology, timing, coupling, interval, patterns, w/wo exercise, heart disease or not, etc.
PACs are somewhat different, they are almost always benign anyway.
Regarding your question, I think the grades are: None - Very rare - Rare - Occational - Frequent - Very frequent.
I think (but every doctor have different definitions it seems) that none are none, Very rare is less than 10, rare is less than 250 or so, occational is less than a couple of thousands, frequent is less than 10.000 and very frequent is more than 10.000 (but it differs greatly)..
