Heart Rate

I have anorexia and have had it for about 3 years now. I have since started college this year and I'm in a health and wellness class. I have to exercise 3 times a week for thirty minutes. My only worry is when I exercise my heart rate rapidly gets to like 180 or more. My resting heart rate is usually around 100 so does that make the 180 more normal. I'm not even working out hard and my heart rate is like that. Is working out a bad idea? Is that high of a heart rate normal? Also, how do I increase my heart strength in a safe way?
