For more information  -    from the mayo clinic.com

"For an adult, a normal resting heart rate ranges from 60 to 100 beats a minute. For a well-trained athlete, a normal resting heart rate may be closer to 40 beats a minute. For healthy adults, a lower heart rate at rest generally implies more efficient heart function and better cardiovascular fitness...

Although there's a wide range of normal, an unusually high or low heart rate may indicate an underlying problem. Consult your doctor if your resting heart rate is consistently above 100 beats a minute (tachycardia) or below 60 beats a minute (bradycardia) — especially if you have other signs or symptoms, such as fainting, dizziness or shortness of breath."

No, but that simple answer assumes your are really at "rest" and have been long enough to let you heart rate settle to its resting rate.  For most who have not been engaged in high intensity activities a rest of 10 minutes should be long enough to get a rest rate.

You can get official numbers by doing a search on heart rate, but off the top of my head/memory, I offer that a resting heart rate between 55 and 80 would be considered normal.  A heart rate over 100 should, I think, be check by a doctor.  Thus I think if you believe you are at rest and are not anxious out having any mental/emotional problems, nor have you had any high caffeine or "energy" drinks in recent hours a heart rate of 126 should be check.
